Province supports emergency operations centres to keep communities safe Updated June 6, 2025 |

VICTORIA – As British Columbia responds to increasingly frequent climate emergencies, the Province is funding local projects to better equip local governments and First Nations to respond to emergencies and support people who are evacuated. “Local emergency operations centres (EOC) are crucial in co-ordinating response efforts and safeguarding communities during emergencies,” said Kelly Greene, Minister of Emergency Management and Climate Readiness. “That’s why we’re providing communities with tools and training for staff and volunteers at emergency operations centres. These supports will allow local governments and First Nations throughout B.C. to better respond to emergencies.” The Province is providing nearly $7 million to support 139 emergency operation centre projects, benefiting 183 communities through the Community Emergency Preparedness Fund (CEPF). These funds will be used to purchase supplies and fund training and exercises to support staff and boost response capacity. Emergency operations centres co-ordinate people, actions and resources, and support first responders on the ground. They also ensure people receive timely information, shelter assistance and other vital services throughout an emergency. “Funding from the Community Emergency Preparedness Fund is strengthening our emergency program,” said David Lind, fire chief, City of Vernon. “With new Rapid Damage Assessment kits and focused training for our emergency operations centre personnel, we’re ensuring our teams have the right tools and knowledge to quickly assess risks, co-ordinate responses effectively and better protect residents during emergencies and disasters.” This funding will support projects throughout B.C., including:
The CEPF helps communities better prepare for the impacts of climate-related emergencies by funding local projects and initiatives in several categories. In addition to emergency operations centres equipment and training, other CEPF funding streams include:
The Province has invested $369 million into the CEPF since it was established in 2017. Including this intake, more than $342 million has been provided to First Nations and local governments for more than 2,500 projects. Since 2017, approximately $23 million has been invested to support local emergency operations centres. This fund is administered through the Union of BC Municipalities. Together, we’re advancing a more resilient emergency response across Bulkley Valley.” Chief Priscilla Mueller, Saik’uz First Nation – “This funding will allow Saik’uz First Nation to improve flexibility and response times in our emergency co-ordination efforts by providing a mobile office trailer and workstation equipment. With a reliable and relocatable space that we control, our staff and leadership can maintain essential services, streamline logistics, and co-ordinate evacuations effectively under duress. What to know about emergency operations centres funding recipients | |
The Community Emergency Preparedness Fund supports projects that help local governments and First Nations to better prepare for emergencies. This funding is provided by the Province and administered through the Union of British Columbia Municipalities. Local governments and First Nations throughout British Columbia will receive nearly $7 million from the emergency operations centre (EOC) equipment and training funding stream as follows: ?Esdilagh First Nation – Cargo trailer for mobile EOC, foundational training and tabletop exercise for staff. Abbotsford – Training and hands‑on mock event exercises to practice essential procedures. Adams Lake Indian Band – Comprehensive EOC training, tabletop exercise and supplies for EOC. Regional: Alberni-Clayoquot Regional District – This project provides EOC training and a multi-jurisdictional simulation exercise, and supplies IT equipment, communications equipment and office supplies. Regional: Alert Bay – Cormorant Island’s EOC will receive EOC training and IT, operational and communications equipment, including solar power system. Anspayaxw Band– The project boosts EOC capacity by supplying essential IT equipment and conducting a functional exercise. Armstrong – This project delivers EOC essentials and radio training, and supplies office equipment and drones to bolster EOC readiness. Ashcroft – Equips emergency operations centre with portable EOC kits, delivers Level 1 EOC training and runs exercises to practice essential emergency procedures. Barriere – This project provides EOC with office supplies, provides introductory EOC training and conducts tabletop exercises to practice critical procedures. Belcarra – This project provides a mobile trailer for storing and relocating EOC equipment. Blueberry River First Nations – Communications equipment, office supplies and training to manage emergency situations. Bowen Island – This project supplies mobile EOC equipment, distributes Rapid Damage Assessment kits and delivers a one-day EOC refresher course. Bulkley-Nechako Regional District – Facilitates EOC exercises and evacuation workshops to rehearse response co-ordination and safe evacuation procedures. Capital Regional District – This project provides EOC training and exercise to rehearse procedures and strengthen co-ordinated response. Cariboo Regional District – Mobile EOC and foundational training for staff. Central Coast Regional District – This project provides foundational EOC training, IT equipment and internet connectivity. Regional: Central Okanagan Regional District – This project provides staff development and training to enhance EOC capabilities.
